On Welfare and in College

To the Editor:

An article by Elyse Ashburn on the Bush administration's new regulations concerning welfare reform may have left a misimpression with your readers that welfare agencies will no longer be allowed to enroll recipients in higher education ("New Regulations Could Push More Welfare Recipients Out of College," The Chronicle, August 11). Nothing could be further from the truth.
