North Dakota University System Administrators Are Locked in Power Struggle
The intent of a proposed amendment to North Dakota's Constitution was to clarify lines of authority in the public-university system. The effect, however, was to leave two of the state's top higher-education officials at odds.
The proposal, which would have specified that campus presidents report directly to the chancellor of the North Dakota University system, was defeated in the House of Representatives in March.
