North Carolina to Vote on College Bond Issue
North Carolina voters will decide in November whether the state should borrow $3.1-billion for construction and renovation projects at the University of North Carolina system and the state's community colleges.
The General Assembly unanimously agreed in May to hold a statewide vote on the bond issue, the largest in North Carolina's history. Such a vote was the sticking point to a bond plan last year in the legislature. It failed after the lawmakers adjourned
