The National Endowment for the Humanities offers grants worth up to $1-million to colleges looking to expand their humanities programs. But at a time when many two-year institutions, including Highline Community College, in Des Moines, Wash., are furiously pursuing grants to retrain laid-off workers, the endowment's challenge-grants competition often is not on their radar screens.
