Next in Line for Cuts: Scholarships Designed to Keep Students in Their States
Georgia's Hope program, the first to give residents generous awards, leads the way again in curtailing the benefit
When Georgia unveiled its Hope Scholarship program, in 1993, it promised students who graduated from Georgia high schools with at least a B average full-tuition scholarships to public colleges in the state, and generous awards for attending the state's private institutions. The cost would be covered entirely through revenue from the state lottery.
