New Science Measures Released by OMB
Bush-administration officials proposed criteria late last month for how the White House will measure the effectiveness of federal financing of basic scientific research -- information that it will in turn use to guide future decisions on spending. Members of a National Academies panel that received the plan called aspects of it vague.
The draft guidelines were developed by the White House Office of Management and Budget as part of President Bush's plan to hold federal agencies
