New Guidelines for Use of SATs

To the Editor:

Roger Clegg and Lenore Ostrowsky seriously misrepresent the intention and content of a draft resource guide on testing prepared by the U.S. Department of Education's Office for Civil Rights, and needlessly frighten college admissions officers ("Test Guidelines Will Coerce Colleges and Cheat Students," Opinion, July 2).

The O.C.R. is developing a resource guide for educators and policy
