New Grants for Students Fail to Meet Expectations

Aid for those who take tough high-school classes attracts few applicants

When the Department of Education released the first-year results for the Academic Competitiveness and National Smart Grant programs recently, it tried to put a positive spin on its disappointing numbers.

David Bergeron, director of policy and budget development in the department's Office of Postsecondary Education, said the numbers would serve as "a baseline against which we can measure our future success."
