New Federal Rule Could Help Welfare Recipients Stay Longer in College

A federal rule released last week may make it easier for some welfare recipients to attend college. But the new rule also keeps in place stringent reporting requirements that make for a lot of paperwork for colleges.

"It's half a loaf, which may be a little more than we thought we would get," said David S. Baime, vice president for government relations at the American Association of Community Colleges.
