NSF Board Adopts Policy on Asking Universities to Share Cost of Grants
Proposals will be evaluated without regard to institutions' willingness to provide matching funds
The governing board of the National Science Foundation has approved a policy designed to reform an agency practice that has been controversial among universities -- asking them to share the costs of research projects.
The new policy requires the N.S.F. to pick the most-qualified grant proposals without considering universities'
