NIH to Back Controversial Research on Human Embryonic Stem Cells

Harold E. Varmus, director of the National Institutes of Health, announced last week that a federal ban on human embryo research did not apply to work involving human embryonic stem cells. The N.I.H. plans to support such research, he said, once it creates guidelines for the studies and an oversight committee to monitor them.
