NIH Proceeds With Plan to Provide Open Access to Scientific Papers
DIGITAL DIVIDE: Recent recommendations by a Congressional committee have shifted the debate over "open access" -- whether scientific journals ought to be freely available to the public -- from trading barbs and sound bites in the press to direct lobbying of the National Institutes of Health, including letter-writing campaigns and meetings with government officials. Three such meetings took place recently at the NIH's headquarters in Bethesda, Md.
