NIH Considers a 'People, Not Projects' Approach to Awarding Grants

Francis S. Collins, director of the National Institutes of Health, said a small program in which applicants suggest broad approaches to a research question had worked well for the agency. It's time to consider expanding that approach throughout the NIH, he suggested.
