NCAA Panel Votes for 12 Football Games and Urges Colleges to Ignore New Gender-Equity Guidelines

After years of confusion, the National Collegiate Athletic Association appears to have simplified the way rules get made: Everything comes down to the Division I Board of Directors.

The board, which consists of 13 college presidents, made all of its decisions for the 2004-5 academic year at its meeting last month in Indianapolis. Among the more controversial measures
