NCAA Council Backs Some Changes in Amateurism Rules, Defers Others

College athletes would be allowed to give lessons for pay, receive free disability insurance, get loans of up to $20,000, and accept prize money for Olympic medals, under proposed rule changes approved this month by a top governing board of the National Collegiate Athletic Association.
