Missouri Senate Weighs an Old Solution to an Old Problem

Public-college officials in the Show Me State have good reason to wonder if they are experiencing déjà vu.

Missouri Sen. Gary W. Nodler, chairman of the State Senate's education committee, last month proposed what he characterized as an innovative approach to paying for higher education: performance-based financing. At the urging of Gov. Matt Blunt, Mr. Nodler, a fellow Republican, introduced a bill calling for the Missouri Coordinating Board for Higher Education to work
