Minority Scholarships at the U. of Wisconsin

To the Editor:

Suppose an article had been published in The Chronicle about a state university where "campus officials plan to raise tens of millions of dollars for white-student scholarships through their private, non-profit foundations; ask the state Legislature for money to expand pre-college programs aimed at white students; and set goals for applications from white students as a way to measure the success
