Utah State University's new president plans to milk a cow in each of the state's 29 counties this spring, to generate publicity for his "Raising the Benchmark" tour.

The effort is meant to highlight the university's programs in engineering, science and technology, teacher training, agriculture, and business. Mr. Hall, along with Utah
