Mexican Judge Drops Genocide Charges

A Mexican judge has dismissed genocide charges against a former president, Luis Echeverría, and another former top official stemming from a 1971 massacre of student protesters. The decision was a major blow to efforts to prosecute people for past human-rights crimes in Mexico.
