Mexican Colleges Told to Submit to Audits

Breaking with a long tradition in which Mexican universities operated as virtual islands unto themselves, Mexico's Supreme Court has ordered that public universities should submit to audits of how they use federal funds. The ruling will open the books of the country's 42 public universities, which received a combined total of $3.1-billion from the federal government this year.
