Mass. Merit Aid Fails to Increase Access

A study by the Civil Rights Project at Harvard University says a state merit-scholarship program created by Massachusetts' governor, Mitt Romney, a Republican and possible presidential candidate, would do little to increase college access in the state.

The study found that few low-income and minority students earned high enough scores on the statewide Massachusetts Comprehensive Assessment System examination to qualify for the John and Abigail Adams Scholarship program, which provides
