Mass. Governor Cancels Bond Issue

The governor of Massachusetts, Mitt Romney, has canceled a $371-million bond offering for the University of Massachusetts that he had put on hold last month. The move further strained relations between the Republican governor and the university system's central office, which he is seeking to eliminate as part of his sweeping reorganization plan for higher education.
