Maryland Regents Criticize Member for Violating Ethics Policy

The University System of Maryland’s Board of Regents criticized one of its own members on Friday, former Gov. Marvin Mandel, for lobbying the legislature on behalf of the liquor and insurance industries in violation of an ethics policy barring such conflicts of interest by regents, the Baltimore Sun reported today. The regents’ finding does not impose penalties on Mr. Mandel, who admitted he had violated the policy and pledged to avoid violations in the future.

The action came a month after the regents concluded that the board’s chairman, David H. Nevins, had not violated the same ethics policy (The Chronicle, April 13). An inquiry into Mr. Nevins and perhaps Mr. Mandel is under way by the Maryland State Ethics Commission.

In related news, the top fund raiser for Gov. Robert L. Ehrlich Jr. resigned on Wednesday from the Board of Regents in response to a new state law, passed over the governor’s veto by the Democrat-controlled legislature, that prohibits political work by board members, The Sun reported.
