David H. Nevins, a member of the board that oversees the University System of Maryland, has been ordered to pay a $2,000 fine and has received a civil citation for exceeding state limits on campaign contributions, The Sun, a Baltimore newspaper, reported.
Mr. Nevins, who serves on the Board of Regents, gave political candidates a total of $2,000 more than the $10,000 limit on how much an individual can contribute to all candidates in any four-year election cycle, according to the newspaper.
Mr. Nevins faced other ethical problems earlier this year, when he met with leading state legislators on behalf of the state’s largest energy company, despite a ban on lobbying by university board members (The Chronicle, March 3). Mr. Nevins, a senior vice president and chief marketing officer of the Constellation Energy Group, attended meetings that included executives of the company; the State House speaker, Michael E. Busch, a Democrat; and the State Senate president, Thomas V. Miller Jr., also a Democrat.
Mr. Nevins has defended the meetings as simple meet-and-greet sessions. And his fellow regents have concluded that the meetings did not violate an ethics policy (The Chronicle, April 13).
