Managing Bandwidth: Packet Shapers Control the Flow
Packet shapers are not well known outside of network administrators' offices, but they are necessary technology from now on. Without them, colleges would face a stark choice: Pay for tremendous amounts of Internet bandwidth or suffer endless headaches and traffic jams caused by file sharing and other online recreational activity.
