Lottery Bill Fails in North Carolina
Advocates of a state lottery in North Carolina failed last week to muster enough support in the General Assembly to pass a bill creating one. North Carolina remains the largest state in the country without a state lottery.
The lottery bill, which was supported by Gov. Michael F. Easley, a Democrat, would have earmarked 10 percent of an estimated $500-million in annual profits for college scholarships, with the rest of the money going to construct elementary and secondary schools and
