Limited Tuition Break Likely for D.C. Students

Federal lawmakers agreed last week to an initial limit on proposed tuition-aid benefits for recent District of Columbia high-school graduates, making them available only to those who enroll at public colleges in Maryland and Virginia, rather than at any public institution in the nation.
