Leaders of Manitoba and Saskatchewan Offer Election Promises for Higher Education

As they headed into elections this month, the leaders of two of Canada's "Prairie Provinces" made bold promises on higher education: lower income taxes for new graduates in Manitoba, and free tuition for first-year students in Saskatchewan.
