Last-Minute Budget Wrangling Threatens Funds for Higher Education
College lobbyists were scrambling last week as President Clinton considered requests from Republicans in Congress that he cut spending on higher education.
Education lobbyists said Mr. Clinton was considering a deal that would set the maximum Pell Grant at $3,600, a $300 increase. In budget negotiations last month, administration officials and Republican leaders had agreed to raise the top grant by $500, to $3,800.
