Large Increases Sought for Arts and Humanities, but Congress Is Likely to Be Dubious

Federal spending on the National Endowment for the Arts and the National Endowment for the Humanities would rise sharply under President Clinton's fiscal-2000 budget proposal. But scholars and advocates for the arts and humanities muffled their cheers last week with a cautionary note: Congress is unlikely to follow the President's lead.
