Lacking Funds, U. of California Delays Dual-Admissions Plan
The University of California has delayed a high-profile effort to increase minority enrollment that would have guaranteed admission to some students who started out at a community college. University officials made their decision after state lawmakers adjourned last month without setting aside money for the program.
