Key Bills to Finance Higher Education Await Passage
The chance of a repeat of the government shutdown of three years ago is virtually nil, even though Congress has passed few of the 13 spending bills it must approve to keep the government running in the next fiscal year.
Most of the spending bills -- including many that affect higher education -- were still mired in partisan bickering on October 1, which marked the beginning of fiscal 1999.
