Kerry Offers Proposals to Hold Down Tuition Costs

Colleges that keep fees low and enroll the needy would get extra money

Saying the United States needs "a GI Bill for the new century and the next economy," Sen. John F. Kerry pledged last week that if elected president he would provide federal aid to states that commit to keeping tuition at their public colleges in line with inflation and to institutions that increase the number of Pell Grant recipients they enroll and eventually graduate.
