Kennedy Plans Legislation to Expand Federal-Loan Eligibility as Private Lending Tightens

Responding to concerns that the recent withdrawals of some lenders from the student-loan market could make it harder for students to obtain private loans next fall, Sen. Edward M. Kennedy is preparing to offer legislation to expand eligibility for federal student loans, an aide to the Massachusetts Democrat told the Career College Association at a forum here on Tuesday.
