Kennedy Delays Senate Consideration of Civil-Rights Nominee

The top job at the U.S. Education Department's Office for Civil Rights remains empty, more than five months after President Bush announced his intention to nominate Gerald A. Reynolds to the position.

And if Sen. Edward M. Kennedy, a Massachusetts Democrat, has his way, Mr. Reynolds won't become assistant secretary of education for civil rights anytime soon, if ever. Mr. Kennedy is chairman of the Senate Health, Education, Labor and Pensions Committee, which must vote to send Mr.
