Kansas May Finally Have a College-Governance Plan With the Support to Pass

After some two-dozen failed attempts in the past 25 years to overhaul public higher education in Kansas, state lawmakers say they may have finally found a politically palatable solution in a new restructuring plan, presented to Gov. Bill Graves last week.
