International Students and National Security
To the Editor:
I have been a member of Nafsa: Association of International Educators since 1979. I agree with Victor Johnson's premise that international educational exchange is important, but I disagree with much else in his essay ("When We Hinder Foreign Students and Scholars, We Endanger Our National Security," The Review, April 11). We must balance regulation and national-security interests. The student-visa program has had little regulation and has been misused by terrorists,
