Gov. Mitch Daniels of Indiana is expected to announce a plan tomorrow that would have the state lease out its operation of the Hoosier Lottery and give the proceeds of that transaction to higher-education programs, including funds for scholarships and faculty positions, according to The Indianapolis Star.
