Increased Protection for Lab Animals

Thanks to Ron Southwick for an excellent summary of the goings-on concerning laboratory animals ("Animal-Rights Groups Gain Ground With Subtler Approaches, Worrying Researchers," October 27). In a murky debate, some things are clear.
First, those seeking to extend the U.S. Department of Agriculture's regulatory reach based on the Animal Welfare Act claim that there are no minimum standards for the care of lab rats, mice, and birds.
