The Democratic governor-elect of Massachusetts, Deval L. Patrick, said on Wednesday that he would restore $383-million in budget cuts made recently by Gov. Mitt Romney, including a big cutback for public higher education, the Somerville Journal reported. Mr. Romney, who leaves office in January, said in announcing the cuts last month that they had become necessary because of poor budgeting decisions by the Democrat-controlled legislature. The Democrats accused Mr. Romney, a Republican who is considering a run for president in 2008, of courting fiscally conservative primary voters at the expense of state needs. Public colleges had stood to lose $37.8-million under the Romney plan.
