BOND ISSUE: The Minnesota House of Representatives' Capital Investment Committee has approved a nearly $1-billion bond issue for state projects, including $309-million for higher education. Among the construction projects that the bonds would finance are a new business-school building at the University of Minnesota at Duluth and a science-classroom building at the University of Minnesota-Twin Cities.
