TUITION WAIVER: Public colleges in Washington State will soon begin waiving tuition and fees for state residents who are the spouses or children of members of the U.S. military or National Guard who have been taken prisoner or are missing in action, killed, or disabled while on active duty. Gov. Christine O. Gregoire, a Democrat, signed a measure earlier this month. It will take effect in July. State appropriations to the colleges will help make up for the revenue lost by issuing the tuition
