TUITION CAP: Tuition rates would be frozen for two years at community colleges in Washington State, under a plan proposed by Gov. Christine O. Gregoire, a Democrat. She wants to limit annual increases at public four-year colleges as well, to 7 percent over the same time period. The tuition cap, which is included in the governor's two-year budget plan, would cost the state $24.7-million.
