TUITION RELIEF: Gov. Arnold Schwarzenegger of California used his State of the State address last week to ask lawmakers to pony up $129.4-million to spare undergraduates at state universities a scheduled 8-percent tuition increase and graduate students a 10-percent increase for the 2006-7 academic year. If lawmakers agree to his proposal, University of California students will be off the hook for an increase of $492, while California State University students will avoid a $204 increase.
