LEVELING GRANTS: Higher-education officials in North Dakota have altered a controversial process by which grants were distributed under a need-based state-aid program this fall. Earlier this year, legislators had approved a plan under which eligible students who attended private colleges in the state could receive up to $1,000 per year from the aid program, while eligible students at public institutions and tribal colleges would be able to get up to $600 per year.
