RESTORED CUTS: The Democratic governor of Massachusetts, Deval L. Patrick, said he will restore $383-million in budget cuts made recently by former Gov. Mitt Romney, including a big cutback for public higher education. Mr. Romney, a Republican who left office last week, said in announcing the cuts that they were necessary because of poor budgeting decisions by the Democrat-controlled legislature. Public colleges had stood to lose $37.8-million under the Romney plan.
