LOW-INCOME SCHOLARSHIPS: A key legislative committee has given the go-ahead to a plan that would provide $2,000 annual scholarships to approximately 10,000 low-income college freshmen in Louisiana. Supporters hope that the scholarships, which have been dubbed Go Grants, will encourage financially needy students to go on to college.
