LOW-INCOME SCHOLARSHIPS: A key legislative committee has given the go-ahead to a plan that would provide $2,000 annual scholarships to approximately 10,000 low-income college freshmen in Louisiana. Supporters hope that the scholarships, which have been dubbed Go Grants, will encourage financially needy students to go on to college. To qualify for the award, students would have to be eligible for federal Pell Grants, which typically go to students with family incomes of $40,000 or less. Just 1
