In a Surprise, House Rejects Spending Plan for Student Aid and NIH
The U.S. House of Representatives unexpectedly rejected a compromise spending bill last week that would have frozen student-aid programs and provided a small increase to the National Institutes of Health for biomedical research in 2006. But the move is not necessarily good news for colleges: Some lawmakers support an alternative that could freeze all spending in the bill at 2005 levels.
