In Pennsylvania Budget Battle, Universities' Fates May Hinge on Perceptions

On the gridiron, the Nittany Lions of Pennsylvania State University would usually be favored over the Warriors of East Stroudsburg University of Pennsylvania, one of the 14 colleges that make up the Pennsylvania State System of Higher Education.
But in the budget battle at the Pennsylvania Statehouse, East Stroudsburg and its 13 peers appear to have the advantage.
