A professor who reported wrongdoing says she was punished for her efforts
Jean Stockard thought she was doing the right thing. The University of Oregon professor believed her colleague had committed fraud. She suspected that Michael Hibbard, a professor in her department, was bilking a group of visiting fellows from South Korea in order to finance his public-policy institute. So she turned him in.
